Anthony J. “Tony” Spencer, MPA, professional vocalist, recording artist, composer, and visual artist at Enrapture Records and founder of A.J. Spencer Consultants LLC, has been recognized by Marquis Who’s Who Top Artists for dedication, achievements, and leadership in public service, arts, and community development.

With over 50 years of experience to his credit, Mr. Spencer has excelled in the fields of public service, arts and community development. Currently, he serves as the founder of Enrapture Records and A. J. Spencer Consultants LLC, established in 2005. In his role with A. J. Spencer Consultants LLC, he has led the executive search firm in partnering with financial institutions of all sizes to offer banking and finance recruitment.

Previously, Mr. Spencer served as faculty at the Fire and Rescue Institute at the University of Maryland, College Park from 1997 to 2000. He began his career in public service with the Annapolis Fire Department from 1974 to 1997, where he became the first certified African American paramedic, arson investigator, and later the department’s first Maryland-certified public information officer.

Before embarking on his professional path, Mr. Spencer pursued an education at Northeast High School, where he received his diploma in 1969. He continued his academic efforts at Anne Arundel Community College in 1992, completed coursework at Bowie State University from 1998 to 2000, and concluded his studies at Sojourner-Douglass College, earning a Bachelor of Arts in administration and management in 1997 and a Master of Public Administration in business administration and management in 2011. Following these accomplishments, he was certified as a paramedic, arson investigator, and Maryland-certified public information officer. Beyond his responsibilities within the field, he has contributed as the director of community development for the City of Annapolis from 2000 to 2014 and as director of youth and community affairs in 2008. He also worked as a coordinator of community and social programs for the City of Annapolis from 2002 to 2008 and was a school board member for Anne Arundel County Public Schools from 1999 to 2005. He has also found success through serving as a commissioner for the Maryland State Fire Prevention Commission and the Arts in Public Places Commission for the City of Annapolis.

In addition to his primary vocation, Mr. Spencer is affiliated with organizations such as the Chesapeake Conservancy, the Caucus of African American Leaders of Anne Arundel County, the Dr. Martin Luther King Jr. Committee of Maryland, and Kids at Hope. He has remained active in the arts, participating in 31 exhibitions since 2016 and performing as a visual, vocal, and performing artist, composer, and poet since 1964. As a professional vocalist with the Sunset Band, he has performed with notable artists like the Jimmy Smith Trio, Smokey Robinson & the Miracles, War, The Soul Stirrers, The Dixie Humming Birds, James Cleveland, Shirley Caesar and Raheem DeVaughn. He was recognized as one of four Annapolitan torchbearers for the 1996 Olympic Games and has received accolades, including recognition as a Presidential Honor Guard during his service with the United States Marine Corps from 1971 to 1973. He was also presented with the ICare Recognition Award from Main Line Health in 2015 and the ICare Performance Plus Award in 2014.

Mr. Spencer attributes his success to recognizing and leveraging opportunities, considering his art and music as a divine gift. Looking ahead, his goal is to have his art designs featured on fabric, clothing, drapes, carpets and more. His advice for aspiring professionals is to embrace opportunities and leverage them to achieve success. Reflecting on his artistic journey, he emphasizes the importance of capturing creative ideas when they come, as they are often fleeting. He believes that his art is a direct reflection of his experiences, emotions, and perceptions, stating, “I submit what I see, hear, feel, taste, touch and discover to create my interpretations of life. Therefore, I do not accept restrictions…they only get in my way and could force me to create something that not even I can recognize in my spirit. This is what plays out in my artistic life…This is my journey.”
